It was the tech that did that, fuckwit.
And he clearly has seen what the problem is.

And the tech would have check if that was the
problem before suggesting a repair install.

And yes, it is certainly possible that a repair install may not
fix the problem, but the obvious thing to do in that case is
to do the much more involved clean install instead.

The words ON TOP OF isnt used with a clean install.

No point calling it a repair install to that level of user,
they wouldn’t have a fucking clue what that was.
