More anti-snap 'posturing' from KDE Neon

Default Neon Discover settings HAS snap unchecked and flatpak checked 
out of the box.

So, while Neon has snap enabled, it has no snap packages and snap 
packages do NOT appear in Discover, while/but it is possible to 
reconfigure its Discover to not only enable snap packages but to make 
that the default.

That is, Discover provides 3 choices for default source, the 
'conventional' repo/s for Ub and Neon OR flatpak OR snap.

But, if one wants to be more rid of snap than that, the previous 
instructions apply.
