I have no objection per se to removing this library, but it may
introduce problems.

Essentially the thing is that some packages (I don't remember which)
have a hard dependency on ATLAS, and in that case they don't use our
libblas.so, but rather they use libatlas.so + libcblas.so. And since
CBLAS is not included in libatlas (IIRC), they really need libcblas.so.

So I think the first step is to verify whether such packages are really
in that situation, and then to make a decision.
