Are you using any power saving tools ? I've seen the same behavior with SATA disks on my machines but it happened much earlier, with 4.15+ https://github.com/rickysarraf/laptop-mode-tools/issues/123 -- Given the large number of mailing lists I follow, I request you to CC me in replies for quicker response
