Are you using any power saving tools ?
I've seen the same behavior with SATA disks on my machines but it
happened much earlier, with 4.15+

CONFIG_SATA_MOBILE_LPM_POLICY was changed in 4.17~rc7-1~exp1, so
laptop-mode-tools is probably not to blame for this. :-)
