... suggests you might have disabled UAC - which would stop the luafv 
service from starting.  If UAC is disabled you should justify that to us.

Might be worth a detailed look at the Event Log.

More generally: who set up this server?  Are there any notes about it, 
specifically showing whether it was done competently?
