  As Paul mentioned, USB thethering does not only require setting things
up at the phone end, but also at the computer end, so the computer can
use the phone as a modem. Not rocket-science, but probably unfamiliar
territory for most who have never done it.

  OTOH, with a mobile/Wi-Fi hotspot, one only needs do configure the
hotspot on the phone and the computer end is similar to how it's used
for any Wi-Fi connection, i.e. like the existing home Wi-Fi connection.
Also setting up the phone end is similar to setting up the Wi-Fi access
point of the broadband modem/router, so both ends should be familiar for
the user.

  Besides that, a mobile/Wi-Fi hotspot can be used for multiple devices.
USB tethering can only accomodate one device.

  For example during our last trip with four people, we had a laptop,
four phones and three tablets, which could all share my 'big' mobile
data bundle.
