Download Windows Update Blocker. It disables the services
and then apparently locks the settings. (Since Win10, Windows
can re-enable some services if you disable them, while
pretending that it allows you to disable them. The Windows
update services are among them. Interestingly, if you disable
a critical service like RPC or Background Tasks Infrastructure,
Windows will happily fall on its sword rather than overriding
your choice or even warning you.)
I also recommend Simplewall. Free, easy, small. It uses the
Windows firewall API to provide a highly functional interface.
You can easily configure it to only allow approved programs
to go online. It also has special settings for Windows telemetry,
Update, and MS programs, under the Blocklist menu.
I'm afraid it's come to this. Microsoft increasingly lies about
what they're doing and what your options are. Though it's
not entirely new. They've always adopted a sneaky approach
of non-confrontational sleaze. My favorite example was in IE,
where the cookie settings required work to find. If you managed
to find them, the 3rd-party cookie settings were hidden behind
a button marked "Advanced". MS didn't fight about 3rd-party
cookies. They just ensured that 99.8% of people would never
even know about them.
