Set it to "11" "23H2" and click the application button,
and that will prevent going past 23H2. I'm using that
right now on my Daily Driver.
What that does, is set around four registry entries to stop upgrades.

I have a 24H2 on the machine across from me, and that is running quite OK.
There is also a 24H2 on the Test Machine, which is eleven years old
and has no TPM. With no MBEC support, it's just a bit slow. The video driver
is WDDM 3.2 version (NVidia 560).
