Im Sinne der Nutzung der Statistik (Dürre, Du hast den Artikel gelesen?) ist es faktisch eine Fälschung: Wenn man das Jahr nicht gestrichen hätte, wäre das letzte Jahr im Durchschnitt. Das gäbe keinen Artikel, also streicht man 2018 -und wundersam- ist nun das letzte Jahr unterdurchschnittlich. Siehe anderes Posting, das ist eine Erzeugerstatistik, da ändert sich jedes Jahr der Bilanzraum. Im Grunde kann man aus der Statistik überhaupt nichts ablesen, nicht im Sinne von Kausalitäten.
