Das regelt das Gesetz.

Auch wenn Arbeitnehmer während der Quarantäne *krank* werden, dann
gelten die bisher normalen Regeln weiter: Lohnfortzahlung und
danach ggf. Krankengeld.

Jetzt wird m.W. "nur" der Fall geregelt: Quarantäne _ohne_ Krankheit.

Nebenbei die Entschädigungen für die *angeordnete* Quarantäne zahlte der
Staat direkt aus Steuergeldern weil sie er angeordnet hat / dafür
verantwortlich. Nunmehr will der Staat das faktische "Erwerbsverbot" für
Lohnabhängige aussprechen _ohne_ die Betroffenen zu entschädigen.

Das wäre so, als ob der Staat das von dir vermietete Häuschen
(zeitweise) wegnehmen würde (enteignen), ohne zumindest die
grundgesetzlich vorgeschriebene Entschädigung zu zahlen *schocking*
