Eben wollte ich mich mal wieder richtig ärgern, und dazu im Telegraph 
mal die britische Darstellung des EU-Impfdesasters und Kampfes mit 
Astra-Zeneca lesen. Der "Telegraph" schafft so etwas zuverlässig bei 
Brexit-Fragen z.B.

Zu meiner vollkommenen Überraschung schrieb der Kommentator  Jeremy 
Warner aber vieles, was ich  absolut mit unterschreiben kann:

z.B. "Admittedly, the sense of British triumphalism, repeatedly 
expressed by ministers, over vaccine strategy – with the worst per 
capita death rate in the world, they have got to have something to crow 
about – hasn’t helped matters. It’s undignified, un-British and unhelpful."

oder "Imagine what would have happened had the WHO been in charge. We’d 
still be back at square one, arguing about who gets what and when, or 
why the Central African Republic isn’t receiving its fair share of the 
global R&D budget."

oder "yes, it is true that more than half the 7bn vaccine doses so far 
pre-ordered globally are destined for advanced economies, collectively 
accounting for just a seventh of the world’s population.

But just in case the WHO hasn’t noticed, that’s actually where the vast 
bulk of the Covid problem is. Relatively speaking, much of the 
developing world has not so far been nearly as badly affected. Nor has

How dare they accuse AstraZeneca of  deliberately dishonouring the EU
Allegations that the company is deliberately prioritising UK and US 
markets are essentially just sour grapes

Perhaps inevitably, the promise of vaccine salvation is fast turning 
into a bad case of vaccine wars, with the European Commission 
threatening to withhold supplies of the Belgium-produced Pfizer/BioNTech 
jab in response to AstraZeneca’s apparent failure to meet its 
contractual obligations to the EU on supplies of the British-developed 
alternative.

The row is both unseemly, manufactured, and politically motivated. Yet 
it also speaks to the wider issue of how vaccines should be distributed 
worldwide. As it happens, so-called vaccine nationalism is proving 
itself an extraordinarily effective way of delivering vaccines for all.

“No one is safe until everyone is safe.” So says Tedros Adhanom 
Ghebreyesus, director-general of the World Health Organization, in an 
impassioned plea for a global response to Covid that treats all nations 
equally in the distribution of vaccines, tests and treatments.

It’s a worthy call, which because of the virus’s potential to come back 
and reinfect us with new, vaccine-resistant variants, is not without 
some merit.

The longer it takes to vaccinate the world, the more likely it is that 
the virus will establish and embed itself globally, and the greater the 
chance that today’s vaccines will prove ineffective against any new 
variants.

How many people in the UK have received their first doses of the 
Covid-19 vaccine?
Yet the insistence on a globally agreed approach to vaccine distribution 
is also naive, impractical and almost certain to result in a 
considerably longer process of immunisation than would otherwise be the 
case.

This seems only to have been confirmed by the EU’s collective approach 
to vaccination – slow to order, late to get going, incompetently rolled 
out, and possibly for reasons of vested interest, riddled with the wrong 
bets.

The European Commission’s  frustrations are understandable, yet its 
complaint against AstraZeneca is instructed more by the need to find 
scapegoats for its own failings than any legitimate grievance. The issue 
also seems in some way to have been conflated with the ongoing sense of 
grievance over Brexit, and the UK decision to go it alone on vaccination 
strategy, rather than join the collective European effort.

Allegations that AZ is deliberately prioritising UK and US markets are 
essentially just sour grapes. Apparently officially sourced German press 
reports – now denied by the German health ministry – that the vaccine is 
largely ineffective among the over-65s have fuelled the flames.

AZ is a global healthcare company which is not directly beholden to any 
country or government; it is as much Swedish as British, and ironically 
it is run by a French national, Pascal Soriot. It is moreover selling 
its vaccine at no profit to itself, and is establishing local sources of 
production around the globe as fast as is logistically possible. The 
idea that it would deliberately favour one country over another is 
preposterous.

Around 1bn of the 3bn doses the company plans to supply globally this 
year are to be produced by the Serum Institute in Pune, near Mumbai. 
Virtually all this production will serve India and other developing markets.

These are not the characteristics of a company that prioritises the UK 
and other favoured Western markets over the EU and the developing world.

AZ’s collaboration with academics at Oxford University to produce an 
effective vaccine in such a short space of time is an outstanding 
achievement for which Europe as a whole can feel proud, yet rather than 
being celebrated, the company finds itself accused of petty minded 
favouritism.

We have to assume in any case that AZ would not have been mad enough to 
give the Commission a guarantee of supply when it signed the contract; 
this would be extremely unusual for any product still under development.

Disparities in supply are explained entirely by teething troubles in the 
plants that service the European market. The UK, US, Japan and Gavi all 
placed orders with AZ well before the EU, so are ahead of the game in 
the exacting process of scaling up production.

Admittedly, the sense of British triumphalism, repeatedly expressed by 
ministers, over vaccine strategy – with the worst per capita death rate 
in the world, they have got to have something to crow about – hasn’t 
helped matters. It’s undignified, un-British and unhelpful.

100,000 cumulative Covid deaths in UK
“We are one community,” as David Attenborough put it at this week’s 
virtual Davos, “and we have to remember that.”

Yet the WHO’s Tedros Adhanom Ghebreyesus could not have been further 
from the truth when he said that “vaccine nationalism hurts us all and 
is self-defeating”. No, the sense of an international race to develop, 
produce and deploy effective vaccines has accelerated progress, not 
hindered it.

Imagine what would have happened had the WHO been in charge. We’d still 
be back at square one, arguing about who gets what and when, or why the 
Central African Republic isn’t receiving its fair share of the global 
R&D budget.

Pharmaceutical development and deployment are driven by just two 
factors; first the scale of the threat to health, and second, the 
economics of solutions, or the prospect of payback.

The two have come together with staggering effectiveness in the Covid 
crisis. Yes, it is true that more than half the 7bn vaccine doses so far 
pre-ordered globally are destined for advanced economies, collectively 
accounting for just a seventh of the world’s population.

But just in case the WHO hasn’t noticed, that’s actually where the vast 
bulk of the Covid problem is. Relatively speaking, much of the 
developing world has not so far been nearly as badly affected. Nor has 
it been as impacted economically.

We’ve seen far bigger hits to output in advanced economies. So much so 
that it can reasonably be argued that the UK positively deserves to be 
prioritised; it’s suffered both the worst per capita death rate and the 
biggest economic contraction from Covid in the world.

By implying some sort of Western attempt to use its wealth to queue 
jump, the WHO is tilting at windmills. There would be no vaccine 
salvation at all without Western know-how and wealth.

Nor even is it remotely true, as suggested in a new WHO study, that 
Western economic recovery will be dramatically slowed unless vaccines 
are shared equally with the developing world. The sooner Western 
economies get back to normal, the sooner there will be prosperous 
markets for the developing world once more to sell to.

National governments are duty bound to seek protection for their own 
citizens first. That’s the whole basis of social contract. By doing so, 
they also better serve the purpose of global protection.
