You've always been an adult, which I appreciate, as adults are a rarity here.

I like to base my assessments (aka opinions) on cold hard cited facts.

It bothers me when I don't have the facts necessary for a good assessment:
a. It _could_ possibly be that the EU won't let WhatsApp facebook people
b. Or, it could possibly be EU WhatsApp users _drive_ USA WhatsApp adoption
c. Or, it could be something else.

Anyone can guess as well as I can guess; but that's not all that useful
o What we need are facts leaning one way or another as to why only US users

Googling for this mysteriously unknown EU law that doesn't allow EU people 
to be facebooked is difficult as the keywords are rather commonplace, I 
think we're only going to find the answer in European news. 

To that end, let's take a look at this Irish Times report:
o WhatsApp says European users do not have to share data with Facebook

   to help them manage their chats with customers."

  "WhatsApp said any plan to share data with Facebook or other group

   the *Irish Data Protection Commission*, which is the lead regulator 
   for the service in Europe."

That's interesting, don't you think.
o We're still guessing, but... 

a. It seems there's no "American Data Commission" to prevent facebooking
b. But there's an Irish Data Protection Commission for European users
c. And that commission has to accept Europeans being facebooked
