It seems equally likely that the primary purpose of turning an integer
into a string of 0 and 1 characters is to print it out somewhere (to a
terminal, file, etc.).

In the conversion itself, decimal is often more time-consuming because
you are dividing by 10, not a power of 2.  But you almost invariably
want to do something with the resulting string that is a great deal more
time-consuming than the conversion.
