That is true for any code in any language, if the program is big enough
and requires external libraries.  Reading a file in binary and writing
the values in a C source initialised array doesn't take anything outside
the standard library.  I think the only import would be "sys", to get
the command line arguments for the names of the files.

(OK, you can easily write code that is not compatible with both Python 2
and Python 3.  But you can write it in a way that is compatible with
both, without too much effort.)

Except that every *nix system already has Python, as do a fair
proportion of Windows PC's used by programmers - and it is a quick and
simple installation for those that don't have it.  Your own scripting
language is your own, and exists only on your systems.
