It's quite possible to modify EFI to support additional file systems beyond FAT. Out of the box, EFI supports FAT12, FAT16 and FAT32 (FAT28). Apple implemented those modifications in their firmware, as there are no FAT partitions on existing macOS disks, partitions which would otherwise be required for an EFI bootstrap. It's also possible to have a transitional bootstrap implemented, where EFI searches for a GUID of a FAT partition and then finds and loads a binary from that FAT partition and that binary then chains to a separate volume structure, though that too gets dicy.
