During some of the beta testing of High Sierra, APFS was available for hard drives and Fusion drives, but that support was dropped from the official release due to some issues, so only SSDs were converted. Apple has managed to fix those issues, and as of Mojave, Apple has made APFS the standard disk format for all drive types, including hard drives and Fusion drives.
