There is no such rule - and if there were, "the sticky rule" would a
meaningless name for it.  You might as well tell us we need to get rid
of the "pink" rule with C.

If you keep your headers well organised and make sure they #include
anything they need themselves, headers are not a problem in themselves.
 Yes, it is challenge to make sets of headers for libraries and OS's
that work on a range of target systems, compilers, processors, OS'es,
libraries, etc. - but that is a problem for the few who write such
libraries and compilers, not for the many who write application code in C.

The only serious problem with headers in C is namespace pollution -
headers from different places that use the same identifiers for
different purposes.  (This is an issue even without headers.)  The
solution to this /is/ obvious - namespaces, like C++.
