constexpr is a marvellous idea that opens up a range of possibilities in
C++. It took a few versions of C++ to get settled, but lets you do lots
more at compile time (its main point is for functions rather than const
objects). I have many C programs that could be made simpler and more
efficient with constexpr, and more where the build process would be
simpler and more efficient.
It is C++ "const" that I think is particularly useful, and a good deal
better than C "const".
Note that it is not your particular type of constant that I don't like.
I'm sure it is fine. If it were added to C, I'd probably use it sometimes.
It is the idea of "one size fits all" that I think is wrong, the idea
that constants in C (and in particular, C++) can't do what programmers
need, the idea that "simple is always best", and the idea that
artificial restrictions are helpful or realistic (and, even more
bizarrely, the idea that artificial restrictions are good in a
one-size-fits-all solution).
And on top of all this, your complaints about C constants are heavily
coloured by your misunderstandings about C.

Of course "static" has a role to play with named constants. "static"
affects linkage - sometimes you want constants that are defined in one
translation unit but available from others, and sometimes you want them
contained entirely within a single translation unit.

Like many keywords in C and C++ ("static" being a prime example),
"const" has several related but not identical meanings. I will happily
agree that this is not always a helpful thing, and can be confusing for
people learning C (and occasionally also for those with long experience).

Yes. Fortunately, computers are /really/ good at doing simple things
thousands of times, and so it does not matter.
Because #define works at the preprocessor level, its macros have a great
deal of flexibility beyond what could be achieved by constructs that are
part of the "real" language and follow real scopes, declarations, etc.
That can be a good thing or a bad thing - thus it is a good tool to have
in C, but equally good that it is not the only tool.

You listed half a dozen features for your constants.

No, it does /not/ happen - not if you know how to program in C. You
don't put non-static object or function definitions in shared headers.
It is /that/ simple.

You have also written a C compiler. One might be forgiven for expecting
you to understand this. Oddly, however, you apparently don't understand
C linkage.

The point is that when you are thinking about your own needs, your own
programs, your own preferences for writing these programs, your own
programming language, your own tools for these languages - then it is
/easy/ to come up with ideas that /you/ see as useful, and it is easy to
implement them in a way that works fine for /you/.
When trying to come up with a feature that satisfies a huge range of
programmers, can be implemented in a huge range of tools, does not
unnecessarily affect a huge range of existing code, will be useful in a
huge range of new code (to be worth the effort), will play nicely with
the existing language and not unduly affect future language changes -
/that/ involves a /little/ bit more effort.
As I have said before, I am sure your languages are great for /you/.
And it is no mean achievement to write your own language and tools. But
that does /not/ mean you are smarter than the rest of the programming
language world put together.
