That's just an uninformed rumor.

Once a Linux system is set up and configured -- a process which
contributes to understanding and which most users embrace with
relish -- there is only occasional and easy maintenance to perform.

I would claim that MS Windows requires more work because the user
must keep a vigilant eye on all the undocumented policies that tend
to mess up a clean configuration.  For example, on MS Windows 8.1
I've got to constantly watch the process list for the appearance
of the "Store Broker," and this is just one of many other annoyances
that could be problematic.  (I will make no comment on that heap
of stinking garbage known as MS Windows 10.)

With MS Windows, the concerned user must never let his guard down
because the system belongs to Microsoft and its software vassals.

With GNU/Linux, the user is rightly lord of his own machine.
