Well, that depends on what you mean by "user", doesn't it?

If someone is using the computer as a paper weight, they have no need
to understand anything about it.

If someone is using the computer to run applicatons, they have no need
to understand anything about it.

If someone is using the computer as a software development platform,
they do usually need to know a little something about it, but not very
much in this day and age of high level languages. High level languages
hide most all of the underlying details and that is as it should be.

As that is where the major market for computers is, what else would you
expect?

Long gone are the days when everything was in assembly and you had to
toggle in the boot loader on the front panel to load the secondary
boot from paper tape.
