No, you're adopting your own definition of "Windows", considering the MSVC
run-time as being part of the compiler rather than the OS per se (MSDN
treats it as being part of the OS).

The main problem with that is that a number of OS components (e.g.
cmd.exe) use MSVCRT and thus inherit its semantics.

Even if executables built with lcc-win don't use MSVCRT directly, I'd be
surprised if they don't use it indirectly by virtue of the fact that many
standard utilities use it.
