True. In other words, many tasks that previously required an
assembler can now be done using something that is *not* an assembler.
Cars replaced horses; that doesn't mean it's reasonable to say that
cars *are* horses. (Yes, I'm oversimplifying.)

C requires floating-point even on systems that don't have hardware
support. A simple "+" operator might compile to a function call.
Likewise for 64-bit integers (since C99). Likewise for complex
numbers and struct assignment.
Yes, C is designed to make it possible to generate efficient code. Most
built-in operations are designed to map to relatively simple machine
code (with some notable exceptions). But C is *not* designed to
generate code for any specific processor.
