There's a good reason for that.  The chemical industry in Europe and
especially in Germany was very well developed during the latter 19th
century due to the need for synthetic dyes and other stuff derived
from coal tar.  The industries that would support physics, such as
the aeronautical and electronic, were not yet in existence when WWI
happened.
