In communist countries it is quite true that only a small elite determines the destiny of hundreds of millions. It is essentially the same, although cloaked by a thin veil of egalitarian principles, within democratic societies. If my government comes to me and demands my service, I will tell them to kiss my ass. If everyone did the same, then all war would come to an end.
