ORCA/C is still owned by the Byte Works.  Mike Westerfield agreed to 
put the source code up on GitHub and allow community members to work on 
it, subject to the license agreement in the repository (which, you'll 
notice, restricts the distribution of new versions).

I'm the main person maintaining it and putting out new versions at the 
moment.  Kelvin Sherlock has also contributed some patches, and other 
people in the community are welcome to as well.  They can be submitted 
as pull requests on GitHub, or by email to me.  If anyone else is 
planning to do major work on it, they can also talk to Mike to get 
direct commit access to the repository.
