Da ist die Auswahl tatsächlich enorm (obwohl man arg reduzieren kann, 
wenn man '0 in stock' ausfiltert. Da Du sicher keine Unsummen 
investieren willst, habe ich mal nach Preis sortiert:

Xilinx Coolrunner bzw. XC95xxXL sind für Deinen Zweck zu klein.
Lattice MachXO3, MachXO2, MachXO sind für den Einstieg prinzipiell geeignet.
Natürlich gehen auch Altera und Microsemi.

Die Xilinx-Toolchain läuft seit Jahren problemlos unter Linux.
Altera ist seit geraumer Zeit auch kostenlos unter Linux lauffähig, 
zumindest für Quartus kann ich das belegen. Bei Lattice habe ich die 
Toolchain bisher nur unter Windows probiert.
Lizenzen brauchst Du bei allen, die sind für die kleinen FPGA kostenlos.
Allerdings nervt Lattice da etwas mehr, weil dort die Lizenz regelmäßig 
aktualisiert werden muß.

GBit-LAN schafft ca. 115 MByte/s. Flash-Drive (SATA) dürfte auf 500 
MByte/s kommen. Aber die Ansteuerung ist dann m.E. nicht mehr so 
trivial. Wenn USB, dann ist bei USB 2.0 bei 30 bis 40 MByte/s Ende im 
Gelände.

Gegenfrage: Welche Abtastrate, Kanalanzahl und Speichertiefe hast Du Dir 
denn vorgestellt?
