You are describing the conventional rocket engine
which has poor efficiency.

New types of design, such as ion thrusters, can achieve
exhaust velocities of 20–50 km/s.

Currently ion thrusters have very low power, but it may
be possible to scale up the design to provide sufficient
acceleration.
