The first meaning is the immediate speed,
the second onee is the average speed,
the integral arithmetic mean of immediate speed over the time.

The velocity as a vector has both respective meanings as well.
There is the immediate velocity and the average velocity.
The latter has its vector components equal to time integrals
of the vector components of immediate velocity.

one way or two way speed do not bring an extra quality,
they just define a way the averaging is performed.

Two way averaging has advantage of higher accuracy
due longer path, longer interval and no need of clock synchronization.

The obvious reason for one way speed is speed anisotropy,
unless this anisotropy is ruled out, like it is for light in vacuum.
