The metric includes #ifxxx lines even if they are in code that is
skipped. So for:
#if 0
#if 1
#endif
#endif
the count is 2.
After all, a program processing this code still has to scan them, and
someone looking at the code still have absorb that extra complexity as
it will not be clear what will or won't be compiled.
