Wrongo. Kleine Fachinfo: Erkältungskrankheiten nehmen keine OP-Kapazität
weg, denn Influenza operiert man eh' nicht.

Da steht also  bereits im Klartext, das Budget ist aufgebraucht und sie
wollen warten bis das nächste Fiskaljahr beginnt.
