I think that one could go into systemd... not sure if that is possible
because I've never looked there... to reverse the order of which
services to shutdown first.  A long time ago, in order to get the
desired default fonts on the system, I reversed the position of the
system fonts that way and got what I wanted.  I believe it is the way
the system handles things... first come first served.
