As I understand it, that is the purpose of the comp.std.c newsgroup - to 
discuss the existing C Standards and proposed changes to those 
Standards. That is, comp.std.c exists to discuss the language 
definition, and comp.lang.c exists to discuss the working out of that 
language definition in actual standard C programs.
