(really, but current is very low 10^11 A or less) google "field meters" they measure the E Field at earth surface, 10 to 50 feet up. you can buy one on eBay. all static. cost is high, or you could build one yourself, scientific american had a nice artical on how to build one, back in the old days when the mag was good. When the static E Field in the atmosphere gets too high, what do you get ? Lightning.....
