It doesn't know. Nor does it need to.
There are some properties that are obviously RELATIONS between the 
particle and the reference frame. Velocity, for example, is not 
INTRINSIC to the particle -- something that Galileo noticed in the 
1600's. Note that the 1600s were a few years before Einstein's birth.
