GPS as subdevice/firmware of smartphones just gives numerical position.

GPS as map application uses GPS device and map/routing resources
for either giving directions
or just the position on map.

To know position is very useful for both vector and raster maps,
even if you need not directions,
or they are even not possible to have.

Like for the off-trail hiking
and/or following raster map without any routing data.

To want map application without GPS is IMHO not very wise,
especially if most current smart devices do have it.
