Das eine ist die Wiedereinführung der Monarchie. Das andere ist die Rückkehr zum Dreiklassenwahlrecht. Was den Plan angeht, in Deutschland zur Monarchie zurückzukehren, gibt es bislang keine wirklichen Fortschritte, obwohl sogar berühmte Leute wie der Schauspieler Ulrich Tukur oder der Autor Henryk M. Broder dafür sind. Beim Dreiklassenwahlrecht sah es bis jetzt ebenfalls schlecht aus. Seit dem Brexit-Votum gibt es plötzlich Bewegung in der Sache. Es ist nicht ganz leicht, Menschen für die Idee zu erwärmen, den einzelnen Wählern unterschiedlich viele Stimmen zu geben. Auf den ersten Blick wirkt so eine Ungleichbehandlung furchtbar ungerecht. Aber wenn man länger darüber nachdenkt, zeigen sich die Vorteile. Heute sind Wahlen wie ein Freiluftkonzert. Man findet die Veranstaltung ganz nett, aber richtig viel bedeutet sie einem nicht. Die Leute würden wieder eine völlig andere Wertschätzung für die Demokratie entwickeln, wenn sie den Eindruck hätten, dass man sich anstrengen muss, um an Tickets zu kommen. Außerdem würde der Leistungsgedanke gestärkt. Überall akzeptieren wir, dass man sich mit mehr Einkommen auch mehr leisten kann. Warum soll das nicht auch bei Abstimmungen gelten? Weil sich nach dem Referendum in Großbritannien herausgestellt hat, dass die Alten den Brexit entschieden haben, fragen sich jetzt viele progressiv eingestellte Menschen, ob man das Wahlrecht nicht stärker an die Demografie anpassen sollte. Im Internet gibt es eine Diskussion darüber, das Recht so zu ändern, dass Stimmen künftig proportional zur erwarteten Lebenszeit gewichtet werden. Wer zum Beispiel 20 Jahre alt ist, dessen Stimme zählt dann fünfmal so viel wie die eines 70-Jährigen. Zu den Unterstützern der Initiative zählen Namen wie der Blogger Mario Sixtus oder der Netzaktivist Michael Seemann. "Zumindest für wichtige Zukunftsfragen eine legitime Überlegung", schrieb Seemann auf Twitter zu dem Vorschlag. Das ist noch nicht exakt das Dreiklassenwahlrecht, wie ich es mir vorstelle, aber schon ziemlich nahe dran. Ich hätte mir nie träumen lassen, dass ich für meine Ideen einmal Hilfe von dieser Seite erhalten würde. Es ist erstaunlich, wie schnell selbst Menschen, die sich auf ihre Vorurteilsfreiheit einiges einbilden, zum Mittel der Diskriminierung greifen, wenn sie die Enttäuschung übermannt. Man muss sich für einen Moment nur einmal vorstellen, jemand hätte vorgeschlagen, Stimmen nach dem Intelligenzquotienten zu gewichten statt nach dem Alter. Oder sie von Bildungsabschlüssen abhängig zu machen. Nicht auszudenken, was in der linken Szene los wäre. [...] Es ist schon eine Krux mit der Demokratie. Solange das Volk für die richtigen Sachen die Stimme erhebt, kann der Ausdruck seines Willens gar nicht ursprünglich genug erfolgen. Seit die Rechte den Volksentscheid als Protestform okkupiert hat, heißt es, man müsse sich davor hüten, dem Populismus allzu eilfertig nachzugeben. Selbst die Demonstration, die Urform des linken Aufstands, ist plötzlich suspekt. Wenn die Menschen auf die Straßen gehen, um gegen Zuwanderung und Ausländer zu protestieren, heißt es: Vorsicht, die Rechte marschiert! Anders als der Reaktionär, der sich nie Illusionen über die Natur der Leute gemacht hat, die den Bauch der Demokratie bilden, neigen progressive Menschen zur Idealisierung. Beim sogenannten einfachen Volk liegt die Referenzgröße ihrer Bemühung: Für die Massen zu sprechen, die einer eloquenten Stimme bedürfen, ist ihre Mission. Da die selbsternannten Wortführer des Volkes ihre Anschauung der unteren Klassen meist dem Lehrbuch oder der TV-Dokumentation vom Leben am anderen Ende der Gesellschaft verdanken, sind sie erschrocken, wenn sie dem Objekt ihrer Zuneigung leibhaftig begegnen. In der Realität ist das Volk viel roher und unverständiger, als man es sich vorgestellt hat. Ich halte wie die meisten konservativ denkenden Menschen große Stücke auf die repräsentative Demokratie. Volksabstimmungen waren mir immer suspekt. Im Gegensatz zu vielen, die jetzt ihre Zweifel an der direkten Demokratie entdecken, glaube ich nicht, dass die Leute zu doof sind, um bei einem Referendum die zur Abstimmung gestellte Frage zu beantworten. Wer die Leute prinzipiell für zu doof zum Wählen hält, darf sie gar nicht abstimmen lassen.
