Why would declaring types ahead of use be an issue?

The only thing I can think of is that sometimes structs S and T have a 
mutual pointer to each other, but there is way to get around that.

It's functions which are most of a problem: it's not just F calling G 
and G calling F, but any function a file can call any other functions. 
Then C requires forward declarations to sort out the mess, or have to 
have functions in a certain order but that doesn't always work.

Here it would be genuinely useful to not need forward declarations of 
functions.
