I don't have hearing aids, but I experienced the same thing. I didn't
get a ringtone at all and missed calls. My mother experienced the same
thing.

The culprit was the setting for WiFi calling.

Settings > Network and Internet > SIM cards > (select SIM & scroll down)
Calling > Use call via wifi (slider is probably activated already) >

*Preference* for calling (this is the one)

If it's set to 'Calling over/via mobile network', then change it to

Call over/via wifi
