How ignorant are you? :-D At Greenwich they observed the meridian passages for just about every visible astronomical object, including planets, every night for centuries, and in later times the observations of the of all the planets are innumerable. You must be incredible stupid if you fail to understand that in 2016 the orbits of all the planets are extremely well known, and that includes their apsidal precession. The records are accessible for anybody who is interested.
