Uh, no, it is not done to fit the theory. It is done on purpose because 
of the KNOWN orientation of the detectors. It is something that would 
have been done with any data recorded.

The ringing and collision of two neutron stars has a DIFFERENT signature 
than what was observed. Again, if you would read the paper in detail, it 
explains how a neutron star hypothesis does not fit data.

You may be confusing the frequency of the pulsar (which would be ONE of 
the members of a neutron star binary) with the frequency of the 
gravitational wave. One is electromagnetic, the other is gravitational.
