Neither does jQuery. The environment either has access to the DOM, or it
doesn't. In either case, everything jQuery does can be done without it.
Besides, we were talking about browser-based components, so the
availability of the DOM was implied.

I pretty much agree with this.

And with this, too, although I wouldn't throw out the baby with the
bathwater: query selectors are an immensely useful feature, whether or
not jQuery is used. Native support for them is good enough nowadays for
most use cases.
