Why would you assume the force is applied to the cupcar?
All I told you is that there is relative motion between the two 
vehicles. I did not specify that one of them is moving and the other one 
is stationary, and for that matter, both of them could be moving.

Under Newton, is there any physical difference between the first vehicle 
moving and the second stationary, the second vehicle moving and the 
first stationary, or both of them moving? Be very careful how you answer 
this, because Newton DOES have an answer here. Hint: The answer is 
either Yes or No.

Alright, I'll answer your question: And if both observers are moving 
relative to each other then, under Newton, does observing in one frame 
mean that this chooses which vehicle got the force? Answer: No, under 
Newton, this does NOT choose which vehicle got the force.
