Given away for free in the 90s, it might have captured quite a bit of
the market. However, Windows 3.1 was technically free too (just about
everyone had an illegal copy of it lying around somewhere and builders
installed it without issue on every PC that they sold). At the end of
the day, between Windows 3.1 which had a shitload of applications
written for it and OS/2 which had virtually none or terrible ports of
those same Windows apps, I imagine that most people would have chosen
Windows 3.1 if given the choice.
