Now, my question to you is how do you increase taxes levied on wealthy
citizens and their business WITHOUT ensuring that they will leave your
area of residence for greener pastures in places where they DON'T tax
them as heavily. Either the whole world enforces such laws or nobody does.

It was part of her job to entertain the clients. If she had to pay for
her client's entertainment out of pocket, she would make less than she
was making before she got the job. Getting their business is important
for the company and they are therefore willing to pay for it. In turn,
the government that is interested in making sure that the business
remains in operation allows for such expenses to not be taxed. It seems
unethical, but the job requires such things to be done and if she didn't
do it, some other company would.

Where obtaining and maintaining client relationships is necessary for
the business to remain in operation, I disagree wholeheartedly with you.
