This procedure works fine to put me on vpn for free on Android.

1. Download any ovpn configuration file from vpngate.net 
   (or use any free public vpn ovpn file you can find on the net)

2. Start "OpenVPN Connect" client & load the ovpn file using
   "Menu > Import > Import Profile from SD Card > /sdcard/Download/
   filename.ovpn > Select 

3. Then press the "Connect" which pops up after it says "Profile Imported".

I used the three web sites Mike suggested to double check vpn status.
a. http://whatismyipaddress.com
b. http://myip.dnsdynamic.com
c. http://ipchicken.com
