Currently the TomTom updates  are gratis. Maybe it depends on what 
hardware you bought. What I have to pay are for the traffic updates and 
the radar warnings.

Maybe, but that is not what they do. Apps run, modified (simplified). 
Not all of them. Like a video will not play if the car is moving.
