Of course Forth has first-class functions.  We call them "xt", execution 
tokens.  You can pass them as parameters to other words, you can return an 
xt as result of a word, you can use xts to define higher order functions.

We don't have closures.  But then, locals are not an essential, but an 
optional feature of Forth - you could say we don't have first-class locals; 
they are an add-on, and the way they are specified is too opaque to say they 
are first-class Forth citizens.  xts however, are essential.  You can't have 
a Forth without xt; even very tiny systems like the instruction set of c18, 
b16 or j1 have EXECUTE.
