not really, it sticks to the application when it's launched.

however it's easy to override at launch time:

 $ TZ=Etc/GMT+8 date

only if timestamps on FAT partitions, and cron jobs, are important to
you.

But it's not necessary. you don't have to change the zone of the whoel
computer.
