Both Debian and Ubuntu place php.ini files in /etc/php5/apache2 and
/etc/php5/cli - one for the Apache module and one for CLI.

Additionally, there is a conf.d directory in each that is included in
the respective php.ini file. This way you can tailor your extensions
without having to change the supplied php.ini files.

Sometimes you still need to change the php.ini files (i.e. to change
error logging), but at least you don't need to edit it when adding or
removing an extension.
